Victoria's 2027 Gas Hot Water Rule: What Changes on 1 March 2027

Country: AUType: policyUpdated:Last verified: 2026-11-05

What the rule actually says

The wording on the Victorian Energy Upgrades hot water page is narrow and specific:

From 1 March 2027, if a gas water heater, including a gas swimming pool heater, needs replacing in an existing home in Victoria, it cannot be replaced with another mains gas water heater.

Three things follow from that sentence, and they are the ones most often garbled elsewhere:

  1. It triggers on replacement. Nothing on the page requires you to remove a working gas heater before the date.
  2. It is about the mains gas swap. Replacing with an efficient electric system — a heat pump water heater or an electric-boosted solar unit — is the compliant path.
  3. Pool heaters are included in the same replacement restriction, which surprises a lot of households.

Rentals are treated more strictly

The same date carries a second, heavier obligation for rental properties:

For a landlord, the difference matters: an owner-occupier’s rule activates on a replacement they choose to make, while a rental rule can activate on a failure they do not choose, and a lease renewal can activate a cooling requirement even if nothing has broken.

What it costs, and what still stacks

The discount route is unchanged by the rule, and in Victoria two programmes stack. The official Victorian pages state the combined ceiling directly.

Situation Discount available Typical annual bill saving
Replace gas hot water with a heat pump Up to AUD 560 upfront under VEU, up to AUD 1,560 combined with the Solar Homes rebate, up to AUD 1,960 including the locally made rebate around AUD 400
Replace a non-ducted gas space heater with reverse cycle up to AUD 1,610 up to AUD 460
Remove or replace a ducted whole-of-home gas heater up to AUD 5,530 up to AUD 1,140

Installed price is the other half of the decision. The figures published by the NSW Government for a heat pump water heater installation are AUD 2,000 to AUD 6,000, with a saving of AUD 200 to AUD 800 a year against a traditional system. Those are NSW-published numbers, so use them as a ballpark for Victoria until you have local quotes rather than as a Victorian figure.

Why planning before the date is the cheaper move

Two verified facts, then one judgement.

Verified: the Solar Homes hot water rebate is issued in quota releases, and the Solar Victoria page publishes how many rebates remain in the current release. Verified: Victorian discounts require an accredited provider, and retrospective claims are typically not possible.

The judgement, stated as judgement: as the March 2027 date approaches, more Victorian households will be replacing gas water heaters into the same accredited-provider pool, at the same time as the rental standards add obligations on landlords. If you already know your gas heater is near end of life, buying your slot early — while the queue is normal and a quota release is open — is likely cheaper and certainly less stressful than waiting for a failure in winter.

Decision paths

Gas hot water working, no plans. Do nothing now, but stop treating a like-for-like gas swap as an option in your budget. When it nears end of life, price the electric route with the stack above.

Gas hot water failing or failed. Get three quotes that each name which Victorian programme they are claiming under and show the price after the discount. Do not sign before the accreditation question is answered.

Landlord. You are carrying two obligations from the same date — water heater replacement and rental minimum energy efficiency standards — plus a cooling requirement at the start of each new lease. Sequence work against lease renewal dates, not against the calendar alone.

Thinking about heating and cooling as well. The discount depends on what you remove: a non-ducted gas space heater and a ducted whole-of-home gas system differ by roughly AUD 3,900 in available discount. Ask for the quote to state which category your removal falls into.

What we have not confirmed

We read the Victorian Energy Upgrades hot water and heating and cooling pages and the Solar Victoria hot water page directly on 5 November 2026. We did not read the underlying legal instrument, so the precise scope of terms like “needs replacing” and “cannot be repaired” is the agency’s to interpret, not ours. Anything about new construction, off-mains-gas homes or LPG was not addressed on the pages we read. If you need certainty on an edge case, ask the agency in writing and keep the reply.

Frequently asked questions

Do I have to replace my gas hot water system before March 2027?

No. On the pages we read, the rule is triggered by a replacement, not by a calendar deadline to convert. A gas heater that is still working can keep working. What changes is your options list at the moment it needs replacing.

Does it also apply to gas space heating?

The rental rules do. From 1 March 2027, a space heater in a rental home that fails and cannot be repaired must be replaced with an efficient reverse cycle air-conditioner with an outlet in the main living area, and new leases must provide efficient cooling there. We found no equivalent rule on those pages for owner-occupied gas space heaters.

Is there an equivalent rule in New South Wales or Queensland?

Nothing equivalent appears on the NSW and Queensland pages we checked on 5 November 2026. Treat that as what we could find, not as a legal opinion — if you live outside Victoria, ask your state agency before planning around it.

What if my water heater fails in February 2027?

That is before the change, so the Victorian rule as described does not bite on that replacement. The practical risk is different: the same rebate routes are quota-limited and installer-accredited, so a rushed emergency swap is where people lose the discount rather than the appliance.

Can I install first and claim the discount afterwards?

Almost never. The Victorian pages state that retrospective discounts are typically not possible, so the accredited-provider step has to be settled before the work is booked.

My home has no gas connection. Does any of this apply to me?

The pages we read do not address that case. If you are off mains gas, or considering LPG, confirm with the agency before assuming the rule either applies or does not.
