Heat Pump Cost Australia (2026): Hot Water and Reverse Cycle Prices, Rebates and Running Cost

Two entry points, not one

Australian search demand splits cleanly, and a page that blurs them serves nobody:

What each state actually pays, as of 5 November 2026

Victoria stacks three things on a hot water swap: the Solar Homes rebate (up to AUD 1,000, or AUD 1,400 for a qualifying locally made product), the VEU discount (up to AUD 560 off upfront when replacing gas), and a further AUD 400 locally-made rebate. The official page states the combined figure directly — up to AUD 1,560 upfront, AUD 1,960 total saving. Details on the Victoria hot water rebate page, and the replacement rule that starts on 1 March 2027 on its own page: Victoria’s 2027 gas hot water rule.

New South Wales runs its support through the Energy Savings Scheme, and the government page publishes no fixed amount: the discount is created by the accredited installer and applied at point of sale. Two installer sites quote a cap near AUD 640 and product conditions, but the official page does not confirm a figure, so we do not publish one.

Queensland currently lists no state heat pump rebate on its home energy page — only the federal STC applies. Third-party sites say the previous Climate Smart Energy Savers rebate has closed, but no official closure notice has been found, so we state the absence, not a date.

Federal support is a certificate calculation, not a flat rebate: STC count depends on postcode zone, system size and the deeming period, and the model must appear on the Clean Energy Regulator’s register. Anyone quoting a single national “STC rebate” number is quoting one zone at one certificate price.

What installation actually costs

The only installed-cost range published by an Australian government source we have verified is NSW’s: AUD 2,000–6,000 for a heat pump water heater, saving AUD 200–800 a year against the system it replaces. The NSW page publishes no midpoint, and we do not invent one — the table at the end of this page shows a dash in the Typical column for that reason, not an oversight.

Two things move a real quote away from that range: what you are replacing (a gas system with flue work is a different job from swapping a failing electric tank), and which incentive the installer can claim against it, because certificate schemes are quoted as a net price. So treat any single figure — ours included — as the start of the conversation, and use the payback calculator with your own quote and tariff to get a number that actually belongs to your house.

Running cost: what the official pages say

Three verified figures cover the running-cost question, and each comes with its scope:

Your tariff, your hot water usage pattern and what you are removing decide where in those ranges you land. Anyone promising a precise saving before seeing your bills is guessing.

We publish a state row only after reading the issuing agency’s own page, so the blank cells above are “not checked yet”, not “checked and empty”. Queensland is the one state we have verified as a flat no.

Four things to check before you sign a quote

  1. Whether the price shown is before or after the incentive is applied.
  2. That the exact model is on the relevant register or approved-product list, not just in the right category.
  3. Whether the person installing is accredited to claim. Victorian pages say retrospective discounts are typically not possible, so this has to be settled before the work.
  4. The warranty term. Victorian products need a minimum 5-year warranty to qualify.

One date changes the whole Australian question: from 1 March 2027 a gas water heater that needs replacing in an existing Victorian home cannot be replaced with another mains gas heater, and rental homes must move to efficient electric. Every price comparison you do this year is being run against that deadline.

Frequently asked questions

Is there still a heat pump rebate in Australia?

Yes, at two levels. The federal Small-scale Renewable Energy Scheme still creates certificates for eligible air source heat pump and heat pump hot water models, and Victoria pays a state rebate plus a VEU discount on top. Queensland currently lists no state rebate at all.

Which is cheaper to run, a heat pump or gas hot water?

The NSW Government's own published range is AUD 200-800 a year saved against a traditional system, and Victorian households on the VEU program typically save around AUD 400 a year. Your tariff and what you are replacing decide where in that range you land.

Does the rebate go to me or to the installer?

Certificate-based discounts — STC, and the Victorian and NSW schemes — are applied by the accredited provider at point of sale, so you pay a net price and never lodge yourself. The Solar Homes rebate in Victoria works through the same installers.

Can I claim after the work is already done?

Generally no. The Victorian pages state plainly that retrospective discounts are typically not possible, so choosing the installer is the moment the discount is won or lost.

How much does a heat pump hot water system cost in Australia?

The NSW Government publishes AUD 2,000-6,000 installed for a heat pump water heater, and no midpoint — so we show a dash rather than a made-up typical figure. Your real number depends on what you are replacing and which incentive the installer can claim, which is why quotes should state the net price after discounts.

Which Australian states have no heat pump rebate?

Queensland is the one we have verified as none: its official home energy page lists no state heat pump rebate, so only the federal STC applies there. For the other states we have not yet completed the line-by-line check, so we say so instead of guessing.
